World Learning has an immediate vacancy for a Monitoring & Evaluation Specialist for the USAID-funded “Expand Your Horizon” (EYH) program in Lebanon. Duration: about 2 years. Background: This position supports a technical training and capacity building project in Lebanon. The program is intended to contribute to building the capacity of Lebanese organizations and individuals to act as catalysts for democratic reform, economic growth and social stabilization of Lebanon.

The Monitoring & Evaluation Specialist will be of Lebanese nationality. S/he will report to the Project Director and have strong capacities in needs assessment, monitoring performance of the project, and rigorously tracking and evaluating the impact.

Specific Responsibilities:
1. Design
- In collaboration with technical specialists, prepare results frame works, performance monitoring and evaluation plans for new programs/proposals, including indicators, data collection methodologies, measurement tools and analysis and reporting protocols; conduct in-house staff training.
- In addition to project-specific indicators, develop project-wide indicators for each sector and collect, synthesize and report as needed.

2. Monitoring
- Establish project monitoring systems, including overall design, instrumentation, data collection/aggregation, and analysis. Oversee the quality and processing of data collection where required. As needed, work with/train project staff, grantees and local partners in monitoring activities.
- Review, improve and disseminate general project reporting guidelines, for both periodic and final project reports.
- In collaboration with appropriate project and/or technical staff, review project reports (be they quarterly, semi-annual or annual, performance monitoring plan reporting, work plan development, and so on) for quality and to ensure that reports and other project documents capture progress, effectiveness, and impact of programs; ensure that results of report reviews are constructively fed back to project teams.
- Develop internal database, or add to existing knowledge management systems, in order to fully house and capture project successes, results and/or challenges.
- Ensure compliance with program standards expected/required by external oversight agencies.

3. Evaluation
- Develop overall strategy for program evaluation strategies and systems.
- Lead teams for internal or donor-required evaluation. Working with assigned project manager or field-based project directors, design scopes of work, methodologies, time lines, products and deliverables, manage external consultants, interact with donors when needed, review products for quality.

Desired Skills and Experience
- Bachelor’s degree in a field related to international development and/or social sciences.
- Minimum five years relevant experience in field of M&E.
- Demonstrated experience in monitoring and evaluation design, applied research, indicator development; strong analytical skills; understanding of donor requirements and expectations, particularly the USG is preferable. Excellent oral and written English communication.
- Excellent inter-personal, inter-cultural and teamwork skills, as well as sound judgment and strong initiative, as needed to work independently. Ability to mentor and provide training.
- Good computer skills essential, including Word, Excel, project and database management, statistical packages.

Project Manager - Mada Association - Lebanon

The Project Manager will be responsible for managing the overall implementation of an Education project funded by UNICEF and in partnership with two other NGO’s. The project aims to build a supportive, protective and healthy learning environment for children through empowering school staff, parents, community and Ministry of Education. The project will take place in four schools of Akkar and will continue supporting concerned stakeholders in 4 other schools of Akkar already concerned by similar activities last year.

The project manager will be based in Mada’s office in Beirut with field visits to Akkar.

Project Management Responsibilities

- Identify gaps in funding and plan for resource mobilization to address these gaps to ensure the highest impact possible
- Foresee necessary modifications and establish related communication with funding agency
- Produce progress, interim and final narrative reports to donor and ensure their timely submission; review and approve financial reports provided by the financial and administrative coordinator

- Recruit Mada’s project staff and trainers and consultants and monitor their quality of work

- Liaise with donor, partners and staff and ensure a proper flow of information and communication both internally and externally
- Participate in U.N interagency coordination meetings and NGO sector coordination groups
- Conduct regular field monitoring visits to ensure proper implementation of planned activities

Team Work and Staff Supervision Responsibilities
- Supervise Project Coordinator and support his coordination work with field officers
- Organize monthly meetings with the Mada’s project staff
- Actively support team cohesion and a positive work environment
- Participate in Mada’s coordination meetings

The Policy Fellow will undertake research and develop analysis and recommendations on key political, socio-economic and security issues related to EU policies towards the MENA region. With a strong focus on policy innovation, they will be part of ECFR’s advocacy effort to build coalitions and develop relevant networks. This Policy Fellow in particular will build networks in the MENA Policy community in Paris, France and perhaps also in Brussels, Belgium; and will be expected to help oversee certain MENA Programme projects and activities including the work of specific Visiting Fellows. The post will be in ECFR’s Paris Office, France, unless determined otherwise. The Policy Fellow will report directly to the Head of MENA Programme with additional input from the Director and the Editor, as appropriate. A system of peer review ensures active engagement of all policy fellows across the organisation.

Responsibilities
- Undertake relevant research.
- Write reports and policy briefs as well as shorter commentaries, blog posts and media pieces.

Psycho-Social Counsellor - SDC/MADA - Lebanon

The role of the social worker is to help the project assistants to cope better with the problems resulting from the stress of their work with the beneficiaries when registering and verifying beneficiaries. This person should ideally dispose of a toolbox of methods including teaching teamwork, cooperation, and respect for people living in especially difficult situations, to assist the three teams of project assistants who are challenged by working in a stressful environment.

Depending on the available professional background and experience the role of the social worker is to work with the project team in implementing a suitable programme of activities raising the teams’ sensibility for refugees and their hosts in the project area. The social worker will plan and lead discussions that could include issues such as health, violence, rights of the women and children and work with traumatized people in general.

Specific Responsibilities and Tasks:
- To work closely with the project team, in particular the Project Manager and MADA’s Knowledge Management Coordinator, advising on all issues relevant to implementing the project’s regular activities with registering beneficiaries and refugees hosted by them.
- Providing support for the project team to implement regular programme activities, i.e.assist in registrations and verifications of beneficiaries.
- Develop relationships with local authorities such as mukhtars, mayors, imams, teachers, parents, children, and other relevant stakeholders.
Network with other organisations working in the project area (UN, INGOs) and participate in relevant meetings with them.
- Monitoring and evaluation are important responsibilities as well as providing supporting material for reports, including case studies and also produce reports on psychosocial activities undertaken (Maintain case history records and prepare reports).
- Developing and managing a referral system for vulnerable women, children and traumatized persons.
- To accompany the project teams during registration and verification of beneficiaries and support the teams in routine tasks.
- Conducting interviews with beneficiaries and their families to assess and review their situation
- To participate in team meetings
- To organise and facilitate community events and outreach courses (which may be scheduled on evenings and weekends).
- To travel to classes, attend meetings with the communities, and conduct workshops in different geographical locations throughout the project area.

Applicant’s Profile:
- A mature personality, preferably a woman
- Solid professional background in Social Work, psycho-social counselling or related field
- At least 3 years of experience in a similar role
- Experience with refugees/vulnerable populations essential
fluency in Arabic and English (knowledge of French is advantageous)
- Strong computer skills
- Strong communication skills
- Proficient team working experience
- Willingness to live and work in Akkar
- Experience in trainings and facilitation of workshops in typical topics such as human rights, acceptance of others,...

Timeframe

Communication

The LMT Association (LMTA) is seeking a full-time Education and Youth Officerto assume lead responsibility for all education and outreach activities implemented by the organization. The LMTA has in recent years worked with several schools (Antonine School, Ghazir; Rafic Hariri High School, Saida; Melkart School, Hazmieh) to promote place-based education. It has started designing a comprehensive, LMT-based education program called “Trail To Every Classroom” that combines classroom and extra-curricular activities to effect behavior change. The program is not mature yet and will need the energy and commitment of an education officer with pedagogical skills.

In particular, he/she will implement the following tasks:
- Coordinate the implementation of the “Trail To Every Classroom” program in participating schools (up to 10 schools per year)
- Coordinate the preparation and production of the “LMT Teachers’ Guide” with input from relevant subject-matter specialists and organizations
- Coordinate other youth and fun-based learning activities on the trail such as shell cleanup, art competition, photo competition, rally papers, etc.
- Report on LMT Association’s education activities by producing short narratives for the semi-annual LMT magazine and website, and by preparing PowerPoint presentation for potential donors and contributors
- Identify opportunities and lead the preparation of short proposals to raise funds for additional youth and educational activities on the LMT
- Promote the LMT Association projects and activities among Lebanese Universities and mobilize students to participate in different events.

SUPERVISION AND GUIDANCE
The incumbent reports to the Country Director in Lebanon. The incumbent is expected to carry out most assignments independently, including resolving most problems, coordinating work with others, and determining approaches and techniques to be employed.

COMPETENCIES AND PROFILE REQUIRED
- Master's Degree in Economics, Business/ Public Administration, Community Development, or a Masters degree in relevant field;
- Minimum of five years of relevant working experience, preferably with NGOs;
- Knowledge and experience in the fields of project monitoring and evaluation;
- Knowledge and experience in program design following logical framework, and proposal writing;
- Excellent computer skills (including Word, Excel, and PowerPoint);
- Excellent interpersonal and communications skills in English and Arabic, French is an asset;

Objectives of the role include
- To promote the Rights of children in Lebanon, to education in a protective and inclusive environment in accordance with the United Nations Convention on the Rights of the Child through cooperation with the Ministry of Education as well as local and International organizations and institutions.
- To create and maintain safe learning environments, integrate disaster prevention and build a culture of safety and resilience around school and local communities.
- As a member of the Education team, the Education Coordinator will oversee the implementation of the Education programming in Beirut and South areas, under the supervision of the Education Advisor.
- The Education Coordinator will ensure that the education intervention is of a high technical quality, that monitoring processes are in place, that high quality timely reporting occurs, and that the programme is continually assessed and solutions quickly put in place for a change of context. This should be done in a way which will strengthen civil society and the Lebanese authorities in which children are perceived as social players and human beings in their own right.

KEY AREAS OF ACCOUNTABILITY
Programme Management
- Be the lead focal point programming in South and Beirut, including programming with Iraqi, Palestinian and Syrian refugees, and vulnerable Lebanese communities
- With the Education team, finalize operational work plans, establish clear targets and activity plans per school (which may include early childhood development centers)
- Liaise with communities, schools, Save the Children field manager and supervisor to guarantee the smooth operation of the programme.
- Ensure that the protection team is coordinated with education; similarly link with health, nutrition and shelter as appropriate
- Monitor expenditure based on implementation plan
- Support and oversee the Education assistants in the field conducting awareness sessions with families and other stakeholders.

- Ensure recognized international best practices and Save the Children policies are applied in the work with children

External Relationships
- Manage relations with national implementing and operational partners;
- Include partners, wherever possible, in proposal development; provide constructive feedback on their products;
- Maintain strategic links with key duty bearers and stakeholders such as governmental bodies, UN agencies, INGOs and other local NGOs and CBOs, identify opportunities and ensure Save the Children’s participation in key activities of the local level

Programme development
- Participate in the continuous assessment of mid and long term education needs and ensure that it is appropriately reflected in sectoral meetings
- Work with colleagues from other sectors to ensure regular coordination at strategic and programmatic level, and, together with other team members and children, identify programme gaps and ensure appropriate action is taken
- Oversee knowledge sharing across teams, and ensure that monitoring and evaluation results are understood and used to improve programs
- Monitoring and Evaluation

- Ensure clear plans in place for monitoring and evaluating project activities in relation to the objectives and that lessons learnt are shared and capitalized on
- Ensure that programming is monitored regularly, and that data is collected on a weekly, monthly and quarterly basis
- Regularly visit project sites to ensure that teams/partners are appropriately supported

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES
- At least 3 years of experience in project management and budget control and strategy development.
- At least bachelor degree in education; or, related degree with experience in education management.
- Knowledge of the Human Rights and the Child Rights Convention
- Capacity to combine field and office work.

Communication Officer - Mada Association - Lebanon

Mada is seeking a communication officer who will be in charge, under the supervision of Mada's executive coordinator, of developing and managing Mada's external and internal communications. This person will be contributing to the website; raising the understanding and awareness of Mada among partners, medias, Ngo's and public. - Producing the annual report based on information's gathered from Mada's staff

- Carry out other tasks as assigned by Mada's executive coordinator
- Attending regular coordination meetings

Education and knowledge
- Professional or university degree in Journalism, communication or related field.
- Excellent knowledge in writing, editing, proof-reading and designing communication documents for public dissemination.
- Experience in developing and implementing communications strategies
- Experience with web design program and development, preferably using open source technologies.
- Advanced computer skills, knowledge of Flash, HTLM5, CSS, Dreamweaver, Adobe Photoshop and CS6 will be a must.
- Fluently in English and Arabic, French is an advantage.
- Prior volunteerism and NGO experience is desirable

ROLE PURPOSE
To ensure that the record-keeping for the Lebanon Office is undertaken rationally, safely and effectively and that all financial plans, budgets, contracts, agreements and records are kept up to date and secured for access by authorized personnel only

KEY AREAS OF ACCOUNTABILITY
Support the delivery of effective Programmes, in both development and humanitarian contexts, by:

- To assist in preparing budgets for the country Office and updating the cash budgets reports, and controlling the financial reports of the office.
- To contribute in preparation of all periodic financial statements and reports as per instructions, and to prepare any other necessary report and compilations as requested by the Country Director and Finance Director
- To assist the program team members and local partners to explore for further fundraising opportunities.
- To monitor monthly expenditure by checking all invoices, other claims and receipts for accuracy and in conformity with purchase orders and quotations as well as actually delivered goods and services when applicable.
- To manage the Country Office’s records and contributions in relation to taxes, social security, health insurance, monthly salaries and other social service as and when applicable.
- To assist the auditors as required, generally and in their yearly reviews.
- To do the book-keeping on daily basis by registering transactions on Agresso.
- To review and monitor payments and financial reports from Partner Organizations and support them with needed financial training to comply with SCS and donors requirements. Hence, conduct field visits to partners for monitoring and capacity building purposes.
- To manage finance department filing and documentation.
- To undertake any other tasks requested by the Country Director when the need arises. All finance tasks should be coordinated with the Country Finance Director.

QUALIFICATIONS AND EXPERIENCE
- Bachelor Degree in Accounting, finance or business management
- At least 2years experience
- Able to work within a team
- Very good written and spoken English and Arabic languages and communication skills
- Availability for internal travel and little external travel.
- Organized with good in time management, and respect deadlines
- Trustworthy
- Analytical skills and accuracy
- Prior experience with donors’ requirements and NGOs is an asset
